I always use public transport but not from Airport taxi parking, I walk out from the airport to the Dehradun – Rishikesh highway and I take the local transport that charges around INR 100 per person up to Rishikesh.
Whereas from Dehradun Airport to Dehradun city is 28 km by road that requires 60-90 minutes, as you it is capital city of Uttarakhand state, so always heavy traffic during peak hours, some times may take more than 90 minutes but normal season, calculation of travelling time is 60 minutes only.
